East Georgia State College’s (EGSC) primary goal for distribution of CARES Act student emergency funds is to rapidly and efficiently transmit these emergency funds to as many EGSC students as possible in order to have the greatest impact possible on students whose education was disrupted by the COVID-19 crisis.
In accomplishing this goal, EGSC’s distribution plan recognizes two key factors: (1) All EGSC students have suffered financially due to the COVID-19 crisis; and (2) EGSC serves an economically disadvantaged region and has a very high percentage of students with demonstrated financial need who are uniquely and adversely affected by the COVID-19 crisis. For example, for Spring 2021, 70% of EGSC students received financial aid, and 53% received Pell. Accordingly, the EGSC distribution plan seeks to make it possible for EGSC students to stay on track towards their college degree with a rapid and efficient distribution plan of emergency awards while simultaneously recognizing the unique circumstances of students with demonstrated financial need.
In accordance with Department of Education guidance, only students who are citizens or eligible non-citizens can receive the grants.
The scope of the plan will enable eligible students enrolled in Spring 2021, Maymester 2021 and Summer Semester 2021, and Fall 2021 to receive emergency grants. EGSC’s distribution plan recognizes the immediate student needs that arise from the disruption of traditional educational course delivery, support, and other campus services and activities. Therefore, this distribution plan applies to all students enrolled in the semesters above, with the exception of dual enrollment students who have not yet earned their high school diplomas.
EGSC’s distribution plan also strives for administrative simplicity in order to avoid distribution delays. Funds will be distributed to students based on a simple formula utilizing the eligible student’s Estimated Family Contribution as determined by the student’s Federal Application for Student Financial Aid [FAFSA] and the number of credit hours for which the student is enrolled for Spring 2021, Summer 2021 (which includes Maymester 2021), and Fall 2021. Students that have not filed a FAFSA will be awarded based on hours enrolled and at the rate of non-Pell Grant eligible students (Tier IV).
The total EGSC distribution of student emergency grants of $1,439,777 will be divided between the above three semesters using actual total student enrollment and credit hours for Spring 2021, Summer 2021 (which includes Maymester 2021) and Fall 2021. Most of the funds will be awarded during Spring and Summer 2021, with only residual amounts being awarded in Fall 2021. The emergency grants to students in each of these semesters will then be determined using each student’s EFC (from the FAFSA) if filed and each student’s full-time or part-time student status.
- For each semester, emergency award amounts will be divided into four tiers based on need (i.e., EFC). Students with the lowest EFC will be assigned to tier one and will each receive the highest emergency Students with the highest EFC, or who did not file a FAFSA, will be assigned to tier four and will each receive the lowest emergency award. This formula resulted in emergency awards, made available through the CARES Act, to 76% of Pell eligible students for Spring 2020, 77% of Pell-eligible students for Summer 2020, and 83% of Pell eligible students for the Fall 2020 term.
- Each of these four tiers will then have two levels of emergency awards: a higher level for full-time and a lower level for part-time students. Students enrolled full-time for each semester will receive the maximum funding (100%) within the tier to which the student is assigned. Students enrolled part-time will receive emergency awards of 50% of the maximum amount for the tier to which the student is
- Transient students will be awarded based on the number of credits enrolled at EGSC.
The award amount for each tier and semester is shown in the CARES Act Funding table below. Note: Maymester and Summer Semester are combined and identified as “Summer Semester 2021” in the table.
Full time and Part-time Definitions Per Semester and Eligibility Dates
Spring 2021 and Fall 2021
Full-time is a student enrolled in 12 credit hours or above.
A part-time student is a student enrolled in 4-11 credit hours. Students enrolled in 1-3 credit hours for Spring 2021 will not receive an emergency award.
Maymester or Summer Semester 2021
Full-time is a student enrolled in 4 credit hours or above as of the final census date. A part-time student is a student enrolled in 1-3 hours as of the final census date.
Distributions to Students
Funds will be distributed directly to students using EGSC’s financial aid refund process, Bank Mobile, to be used as the student deems necessary to cover expenses related to the disruption caused by COVID-19 and the transition to wholly online schedules. The student will not be required to report to EGSC or account for the expenditure of the emergency funds. The Spring and Summer Distributions have been adjusted to actual in the revised chart below. Fall Distribution amounts have been adjusted to match EGSC’s HEERF III plan so the residual amounts can be awarded in conjunction with the HEERF III grant during fall semester. The HEERF III plan will be used to determine eligibility for these remaining funds and these funds will be treated as additional HEERF III funds. Students will receive only one award during fall semester.

East Georgia State College’s (EGSC) primary goal for distribution of CARES Act student emergency funds is to rapidly and efficiently transmit these emergency funds to as many EGSC students as possible in order to have the greatest impact possible on students whose education was disrupted by the COVID-19 crisis.
In accomplishing this goal, EGSC’s distribution plan recognizes two key factors: (1) All EGSC students have suffered financially due to the COVID-19 crisis; and (2) EGSC serves an economically disadvantaged region and has a very high percentage of students with demonstrated financial need who are uniquely and adversely affected by the COVID-19 crisis. For example, for Spring 2021, 70% of EGSC students received financial aid, and 53% received Pell. Accordingly, the EGSC distribution plan seeks to make it possible for EGSC students to stay on track towards their college degree with a rapid and efficient distribution plan of emergency awards while simultaneously recognizing the unique circumstances of students with demonstrated financial need.
In accordance with Department of Education guidance, only students who are citizens or eligible non-citizens can receive the grants.
The scope of the plan will enable eligible students enrolled in Spring 2021, Maymester 2021 and Summer Semester 2021, and Fall 2021 to receive emergency grants. EGSC’s distribution plan recognizes the immediate student needs that arise from the disruption of traditional educational course delivery, support, and other campus services and activities. Therefore, this distribution plan applies to all students enrolled in the semesters above, with the exception of dual enrollment students who have not yet earned their high school diplomas.
EGSC’s distribution plan also strives for administrative simplicity in order to avoid distribution delays. Funds will be distributed to students based on a simple formula utilizing the eligible student’s Estimated Family Contribution as determined by the student’s Federal Application for Student Financial Aid [FAFSA] and the number of credit hours for which the student is enrolled for Spring 2021, Summer 2021 (which includes Maymester 2021), and Fall 2021. Students that have not filed a FAFSA will be awarded based on hours enrolled and at the rate of non-Pell Grant eligible students (Tier IV).
The total EGSC distribution of student emergency grants of $1,439,777 will be divided between the above three semesters using actual total student enrollment and credit hours for Spring 2021, Summer 2021 (which includes Maymester 2021) and Fall 2021. Most of the funds will be awarded during Spring and Summer 2021, with only residual amounts being awarded in Fall 2021. The emergency grants to students in each of these semesters will then be determined using each student’s EFC (from the FAFSA) if filed and each student’s full-time or part-time student status.

- For each semester, emergency award amounts will be divided into four tiers based on need (i.e., EFC). Students with the lowest EFC will be assigned to tier one and will each receive the highest emergency award. Students with the highest EFC, or who did not file a FAFSA, will be assigned to tier four and will each receive the lowest emergency award. This formula resulted in emergency awards, made available through the CARES Act, to 76% of Pell eligible students for Spring 2020, 77% of Pell-eligible students for Summer 2020, and 83% of Pell eligible students for the Fall 2020 term.
- Each of these four tiers will then have two levels of emergency awards: a higher level for full-time and a lower level for part-time students. Students enrolled full-time for each semester will receive the maximum funding (100%) within the tier to which the student is assigned. Students enrolled part-time will receive emergency awards of 50% of the maximum amount for the tier to which the student is assigned.
- Transient students will be awarded based on the number of credits enrolled at EGSC.

Funds will be distributed directly to students using EGSC’s financial aid refund process,
Bank Mobile, to be used as the student deems necessary to cover expenses related to
the disruption caused by COVID-19 and the transition to wholly online schedules. The
student will not be required to report to EGSC or account for the expenditure of the
emergency funds. The Spring and Summer Distributions have been adjusted to actual
in the revised chart below. Fall Distribution amounts have been adjusted to match
EGSC’s HEERF III plan so the residual amounts can be awarded in conjunction with the
HEERF III grant during fall semester. The HEERF III plan will be used to determine
eligibility for these remaining funds and these funds will be treated as additional
HEERF III funds. Students will receive only one award during fall semester.

- All student aid funds awarded under CARES HEERF were distributed by December 31, 2020 and student numbers are available on previous reports.
- The estimated total number of students at the institution eligible to participate in programs under CRRSAA HEERF II as of 3/31/2021 is 1470.
- The total number of students who have received an Emergency Financial Aid Grant to students under CRRSAA HEERF II is 1470.
Disbursement Plan for Students
Students received a letter from the East Georgia State College President on 3/3/2021 that provided the disbursement plan and eligibility.
Each college and university receiving these funds has prepared its own plan describing how these funds will be used to meet the emergency needs of students, subject to U.S. Department of Education guidelines. The grant is for U.S. citizens and eligible non-citizens.
Not all students will receive these funds. The following students are ineligible to receive emergency grants:
- Students enrolled in dual enrollment.
- Students enrolled in 1-3 credit hours during Spring 2021 or Fall 2021.
EGSC will disburse emergency grants to eligible students who are enrolled during any of the following semesters: Spring 2021, Maymester 2021, Summer 2021 and Fall 2021.
Funds will be distributed directly to students using EGSC’s financial aid refund process, Bank Mobile, to be used as the student deems necessary to cover expenses related to the disruption caused by COVID-19. The student will not be required to report to EGSC or account for the expenditure of the emergency funds. The IRS may require the institution to report these funds on the 2021 Form 1098-T: Tuition Statement.
EGSC’s Eligibility Criteria, Calculations and Award Amounts for 2021
The CARES Act Emergency Grants are for U.S. citizens and eligible non-citizens.

Distributions to Students
Funds will be distributed directly to students using EGSC’s financial aid refund process, Bank Mobile, to be used as the student deems necessary to cover expenses related to the disruption caused by COVID-19 and the transition to wholly online schedules. The student will not be required to report to EGSC or account for the expenditure of the emergency funds. The IRS may require the institution to report these funds on the 2021 Form 1098-T: Tuition Statement.
Summer 2021 and Fall 2021 distribution amounts will be adjusted based on funds available and final student enrollment.
In compliance with section 18004(e) of the Coronavirus Aid, Relief, and Economic Security (CARES) Act, East Georgia State College (EGSC) is reporting for funds received and distributed from the Higher Education Emergency Relief Fund (HEERF).
This report also documents that the institution has continued to pay all of its employees and contractors during the period of the coronavirus pandemic.

Disbursement Plan for Students
Students received a letter from the East Georgia State College President on 5/4/2020 that provided the disbursement plan and eligibility.
East Georgia State College’s disbursement plan enables many, but not all, EGSC students enrolled in Spring 2020 and Summer Semester 2020 to receive emergency grants.
A student is eligible only if they are or could be eligible to participate in certain federal student aid programs. Eligibility for Spring 2020 and Summer 2020 is determined by using the student’s 2019-2020 FAFSA form. Eligibility for Fall 2020 is determined by using the students’ 2020-2021 FAFSA form.
If a student is eligible, emergency awards are then calculated based on a simple formula utilizing the eligible student’s “Estimated Family Contribution” (EFC) as determined by the student’s verified Federal Application for Student Financial Aid [FAFSA], and the number of credit hours for which the student enrolled for Spring 2020, Summer 2020 semesters (including Maymester 2020) and Fall 2020 semester. Students enrolled in less than 4 credit hours for a semester will not receive an emergency grant.
For each semester, emergency award amounts will be divided into three tiers based on EFC. Students with the lowest EFC will be assigned to tier one and will each receive the highest emergency award. Students with the highest EFC will be assigned to tier three and will each receive the lowest emergency award.
Each of these three tiers will then have two levels of emergency awards: a higher level for student taking a higher number of credit hours and a lower level for students taking less credit hours. Students enrolled for the greater number of hours each semester will receive the maximum funding (100%) within the tier to which the student is assigned. Students enrolled in a lower number of hours will receive emergency awards of 50% of the maximum amount for the tier to which the student is assigned.
Number of Hours Required Per Semester and Eligibility Dates
- Spring 2020
- Students enrolled in 12 credit hours or above as of April 20, 2020 will receive the higher amount.
- Students enrolled in 4-11 credit hours as of April 20, 2020 will receive the lower amount. Students enrolled in 1-3 credit hours for Spring 2020 will not receive an emergency award.
- Summer Semester 2020 (including Maymester)
- Students enrolled in 4 credit hours or above as of the final census date will receive the higher amount.
- Students enrolled in 1-3 credit hours as of the final census date will receive the lower amount.
- Fall 2020
- Students enrolled in 12 credit hours or above as of September 14, 2020 will receive the higher amount.
- Students enrolled in 4-11 credit hours as of September 14, 2020 will receive the lower amount. Students enrolled in 1-3 credit hours for Spring 2020 will not receive an emergency award.
